The rebound effect was originally known as the economic phenomenon that an increase in energy efficiency usually does not lead to a decrease in overall energy consumption.Later on, this concept was generalized to cover other resources as well besides energy. Are there new types of the general rebound effect in the information society? The rebound effect may be more important today with respect to time-saving innovations than with respect to energy-saving innovations.

W.6 Workshop: Getting beyond the Digital Divide (09:00–12:45)

Nevin Cohen, research director of the World Resources Institute WRI digital dividends project, will be speaking about his project's three case studies: a telecenter franchise, a microlending institution using IT, and mobile telephony in Bangladesh and India.

Gerolf Weigel, Head "Multilateral Initiatives / Bridging the Digital Divide" at the Swiss Agency for Development and Cooperation (SDC) will also represent the GKP Chairman, SDC Director-General, Walter Fust, at this Workshop. The Global Knowledge Partnership (GKP) is a broad-based "ICT for Development" initiative which emerged from the 1st Global Knowledge Conference in Toronto, 1997. GKP has been involved in the DOT Force Consultations focussing in particular on the concerns of developing countries. Mr. Weigel will be speaking on GKP, its objectives and the increased emphasis on "Knowledge / ICT for Development" in Swiss development cooperation, along with expanding networks and capacities for supporting efforts. (see also November 30, 2000, and July 10, 2001)

Rosa Delgado from Peru, member of the Board of Trustees of the NGO Internet Society (ISOC), Director, Internet Industry Relations, Société Internationale de Télécommunications Aéronautique SITA, Geneva, and participant in the GLOCOM Digital Divide Task Force, Tokyo, Ms. Delgado will be speaking on ISOC's many chapters in developing countries based on her ITU experience in Africa, but also in Asia and in particular, projects building telecabinas in Peru. Ms. Delgado is a former employee of the International Telecommunication Union ITU, Geneva, and can bring us news from there either with or without the next speaker, Mr. Capitaine.

Besides presentation and discussion of papers the workshop is intended to collect recommendations for state-of-the-art best practice as well as to provide a research and development perspective for national and international action.
